Distribution Network Excess Energy Management Plan (PGEERD)
What is PGEERD?
The Distribution Grid Energy Surplus Management Plan (PGEERD) is a set of coordinated actions between the National Electric System Operator (ONS), distribution companies, and power generators to temporarily reduce the injection of energy into the distribution grid, and will be implemented starting in December 2025. When the plan is activated, the generator must acknowledge receipt of the message, adjust its generation as directed by Neoenergia, and comply with the restriction within the specified timeframe. The entire process will be monitored in real time by the distributor to ensure safety and operational alignment.
Objective: To ensure the stability of the National Interconnected System (SIN) in critical situations
Why is it necessary?
The growth in power generation has created challenges in controlling frequency and voltage, especially during periods of low demand and high power injection.
Without preventive measures, there is a risk of cascading outages and instability in the National Interconnected System (SIN).
The PGEERD was created to prevent these risks and ensure operational safety.

Advance Notice: Up to 7 days in advance, the ONS may notify distributors that there is a possibility of imposing generation restrictions. This allows everyone to prepare in advance.
Communication with power plants: As soon as it receives the alert, the distributor passes the information on to the generators connected to its grid, ensuring that everyone is aware of the situation.
Coordinated implementation: If the restriction is confirmed, the reduction in generation is carried out in an organized manner and in accordance with technical and regulatory criteria, always with a focus on the balance and safety of the electric system.
Utility companies across the country, including the Neoenergia utilities: Coelba, Elektro, and Pernambuco.
Type III Generating Agents: Power plants connected to the distribution grid that are not dispatched by the ONS, excluding MMGD
Selection of the power plants with the highest projected generation.
Application of a proportional generation restriction among participating entities.

Real-Time Execution
1. Weekly Planning (7 to 2 days in advance)
In this first phase, the ONS conducts an advance analysis of energy demand and informs distributors of the risk of excess generation.
After receiving the alert, the distributors forward this information to the generators connected within their concession area via email
2. Daily Planning (1 day in advance)
The ONS updates the forecasts and confirms whether there will be a need to restrict generation. It then informs the distributors of:
- the total amount of generation to be reduced
- the specific time period of the restriction
The distributors officially notify Type III generators, specifying the amount of the restriction and the time period during which they must reduce generation.
NOTE: Generators must confirm receipt of the curtailment order.

3. Execution (Real Time)
This is the phase in which the curtailment actually takes place.
- Generators must strictly adhere to the schedule provided the previous day.
- The distributor monitors the execution of the schedule in real time and, in the event of a failure, contacts the generator by phone, email, or text message.
- At this stage, distributors may communicate via phone, email, or text message.
